Alright so I'm guessing we need the following for every character involved:

Okay, okay, since I'm here, like, among the last people to actually decide which characters I'm putting in... xD I consulted the hat. And the hat has made his verdict! And this time around, he didn't say 'Hokori' 
But he did say 'Cyrus'!!

One Mister Cyrus Zanner. No middle name, poor Cyrus.
ROLE: Lawful, Vigilante, Villain, or open/a loose character
At the risk of acquiring too many, Cyrus just screams 'vigilante'; all things considered how I can't bring myself to change the little guy around, just look at 'im in BTRN 
Luckily, the hat has also made two more verdicts, and neither of them would be considered unlawful, so my contribution to the traffic is low

Difficult to say. I'd say maybe. If the idea that, perhaps, all the characters featured were skytouched I'd say nah, he isn't; he just doesn't have any special skills in BTRN that would need to be remodeled to be thought of as skytouched, like, say, Rekki (singled out since she was the example ): he's a BTRN Reborn, but incidents like those don't give people any types of powers ._. However if the verdict comes in that all characters will be, I'll come up with something to inject him with

What ho! pip pip, tra la! may the hat be with you ^^ I on the other hand just took long deciding who is who.
And man, drawing these "quick sketches" took hours~ @_@ oh well, it always does when i draw.
Edit: color...Originally the pants were gonna be orange too but... when I finished, I said: "oh man....it's...it's.....too NARUTO o_o;;" So I made it gray. :d

 I wanna say yes, and keep the invisiblity/reverse invisibility ability alive in him. In contrary to his current situation in the comic, he'll be completely able to control....SMT

Skytouched: Yes. Capable of telekinesis, premonitions and some postcognative abilities, though all of his powers are highly underdeveloped. He hides his abilities very carefully.
Position: Newly assigned to work as a Lawful.

Elrekia Susan Lune aka Rekki Lune
details:
Rekki joined the Lawfuls as soon as she was old enough, keen to use her skytouched abilties to help others. She wanted to find out the truth behind the invasion and help the regular people caught up in the conflict. Rekki craves respect, and likes to be heroic, and it seemed to her that the government was trying it's best to keep her as far from the truth and from the people she wanted to help as they could. On the spur of the moment, she suddenly just went AWOL one day. She met up with the vigilantes and joined them.
Rekki is a proud, fierce and fiery girl who will stop at almost nothing to achieve her ends, to the point she often gets caught up in the means and forgets the ends!
skytouched: She can lift roughly 8 times her own bodyweight and has a metabolism far more efficient and resilent than a regular human. She can take a couple of bullets and keep fighting without too much trouble, and heal a broken bone in about a week.
affiliation: ex-lawful, turned vigilante.
Rochette Lune aka Rocket Lune
Details:
After hearing that her sister had gone AWOL, Rocket was convinced that Rekki must have fallen into enemy hands, or gone on some quest. As soon as she was old enough, she joined the government forces. The government snatched up the girl as soon as she applied when they discovered her skytouched power, knowing that the girl could cause serious problems to the continuing war if put in a situation where it's use would destroy large numbers of their contracted 'enemy'. Rocket, who believed that they wanted her to use her power to do exactly that, was happy to join, and wants to use the opportunity of travelling with a unit in oder to try to find her sister's wherabouts.
Rocket is cheerful and optimistic, somewhat naive and self-concious.
Skytouched: Rocket has a very strange power. Her Skytouched ability seems to be that she resonates with the weapons of 'the enemy'. When no aliens are present, she is a regular small 15 year old girl (ie, she isn't very strong at all.) But when the aliens are present her physical abilities suddenly spike hugely to a terrifying level and her body generates a strange sparkling energy field that rips apart any alien she touches. Neesless to say, the energy used by this exhausts her completely, leaving her barely able to move for days afterwards. Against other humans, she can only fight with regular weapons though, but dislikes fighting people anyway.

Skytouched: yes, no, maybe.
Yes, see the dark part of Leon's hair? That's the area that went white after he got hit by cosmic radiation o_o He tried to dye it back to his hair colour but only ending up making it too dark. His skytouched powers.... I've been thinking about this last night ><... He's pretty reckless when it comes to battles, he doesn't know that he has skytouched powers unless he got into a deadly situation. When he finds out that he has skytouched powers, he'll be able to heat up objects - like for example, he could make guns extremely hot that people will drop them. He could make a wall so hot that it'll be painful to touch.

Maybe Copper-like wings? She'll be able to use thunder-like powerss xD Scratch the maybe, she's gonna be a skytouched now~ What ho! pip pip, tra la! *will do a pic with her having her copper-like wingz out*
Sorry this is late ><;; I only went on last night and found all this - I started the character designs after I read the Hyper-Nova conversation post. Oh, and if Leon's design is too detailed - let me know and I'll make it more simple

Hey guys- sorry I'm so late to come to the party. I have typed this stuff up, seriously, three times, except it was always around 2 AM when I did so I ended up CLOSING THE WINDOW INSTEAD OF HITTING POST. THREE TIMES. Donut doesn't learn! You remember the acidic chips!

ROLE: Vigifreakin'lante
Skytouched: Yes. Type B. Healing powers- on both others and self. This gives her a heightened endurance and explains her tendency to run into traffic for a ball. (Or open gunfire for, uh, a ball.)

ROLE: Open. Professional criminal. He's buddies with everybody.
Skytouched: yes. Type A. He has the superhuman ability to spew off absolute bullshit and have people believe it. He thinks he's clever and charming. He is not. Were he not so selfish and hedonistic, this might actually be useful. Right now he mostly just uses it to pick up hot chicks and steal stuff.

yay! Finally!

ROLE: Vigilante
Skytouched: yes. I know Mooney alreayd decided to do the wings thing but I had planned this before she said that so there! XD Basically, he has very wings and some powers over gravity. He can control the size of his wings. Usually, though, he just keeps them as you see in the sketch, small, cute and away from his back.
